Providing Advice for a Major Performance Management Initiative

Read the HBS case, Shelley Metzenbaum and Improving Federal Government Performance.
Ms. Metzenbaum has asked you to provide her with a short strategy memo on what directions she should take in her new role.  She would like to maximize her impact on federal government performance while avoiding major pitfalls of performance management initiatives.
Based on all of the material in this class, propose two strategies she should emphasize.  Be sure to support your recommendations with specific examples and ideas from the readings and lectures.  You may support options that are reviewed in the case or develop another strategy of your choosing.

Ms. Metzenbaum would also like you to warn her of the single biggest risk she will encounter as she strives to improve the performance of government departments and agencies.  What should she do to manage those risks?
