The Stimson Center provided a financial overview of money spent on counter-terrorism (CT) efforts by the U.S. since 9/11. They then presented five (5) suggestions on how to better spend, conduct oversight and be accountable for expenditures related to CT.

Provide an overview of the report with details on the who, what, where why and how findings were determined. Critique the five (5) above suggestions on how to improve accountability and oversight of funding of CT expenditures. Finally, provide you analysis and recommendations regarding how the U.S. can/should allot resources regarding its counter-terrorism efforts.
