On October 28, 1998, President Clinton signed into law the Digital Millennium Copyright Act that attempts to improve and modify copyrights laws for the acquisition and use of digital content in the digital age. The reason why it was enacted was because there was a conflict emerging between the major copyright holders, the providers of the digital material, users of the copyrighted materials and the general consumer population. The conflict was rapidly evolving into a fierce confrontation that needed to be stopped. The act tries to prevent violations such as breaking of encryption schemes and distribution of copyrighted materials all over the world by hackers. Hackers who are found to be guilty of this violation are made to pay heavy fine or even face imprisonment. It also attempts to control the activities on the internet by monitoring the behaviors of Internet Service Providers who provide hosting services to infringing web sites or routine entities known for infringement cases (Gibbs, 2000).
